6.3. Recommendations

6.3.1. Concerning the Development of a System of Management for Natural Protected Areas

Bearing in mind the points mentioned in sections 1.2. and 1.3.4., there is a need for:

  1. fixing responsibility on local authorities for the objects of the Fund of natural areas, protected by the state;
  2. introduction of regulations for each type of protected area, based on standard regulations, already provided in the legal framework;
  3. permanent methodological support of local authorities and other land-users, whose lands are listed under protected areas, due to their lacking necessary expertise;
  4. control over their activities (inactivity) in relation to protected areas under their jurisdiction.

Table 6 summarizes the data on neighbouring reserves, which present territorial and ecosystem unity or, at least, a conglomerate for joint management.

From these results such groups could be viewed as nothing other than a monolith core or buffer areas. Table 6 presents the options for unification, mainly situated under jurisdiction of the nature protection bodies, and thus simplifying users taking management decisions.

It is an implied an administrative decision in the competence of the Central Body for Protection of Environment and does not require additional funding. It consists of establishing management systems in protected areas at the level below natural reserves, on the basis of delimitation of responsibilities between local authorities and those concerned with nature protection. The same system can stimulate interaction with other decision-makers in the area of nature conservation.

Such systems can serve as prototype for forming a management system for the Ecological network of Moldova. In any case, regulation of protected areas should be incorporated in the documents, which fix co-operation between nature protection and local authorities.

A similar approach can be used for resolving the problem of managing the components of the Eco-Network, which are not included in the Fund of natural areas, protected by the State.
