2.1. Criteria for Attribution of Particular Status to Core Areas with Natural And Semi-Natural Ecosystem Cover

Each criterion among those listed below presents sufficient argument for the attribution of an area to an appropriate level, if content of the criterion allows this and in the absence of a complex estimate.

Criteria application entails categorisation of an area at a particular rank on the basis of a generalized procedure, which should be described as methodological guidelines at the stage of concept development.

Areas can be categorised at the international level if they:

I-1) meet the criteria of the RAMSAR Convention (Criteria 1-8, 2000 version);

I-2) has exceptionally high concentration of plant or animal species (including species corresponding to the Red Data List of Moldova and similar documents of supra-national level), as far as can be determined using methods that include estimate objectivisation; for example, when the index of species diversity of vascular plants is 374 and above;

I-3) are outstanding examples of unique (endemic) ecosystems or communities;

I-4) are areas of European and global importance, categorised on the basis of criteria for identifying Important Bird Areas (IBAs), if there is a possibility of supplementary justification to prove special importance for the maintenance of other elements of biological and landscape diversity;

I-5) areas having a special combination of components of biological and landscape diversity, as well as internationally recognized objects of cultural and historical heritage.

Areas of national level can comprise:

N-1) supporting ecosystems providing favourable conditions for the reproduction of 6 or more bird species, or 4 or more mammal species, or 3 or more amphibians and reptiles, listed in the Red Data List of Moldova or, 5.5 x k1 or more bird species, 3 x k or more mammals, or 2 x k or more amphibians and reptiles, listed in the Operational Checklist of the present document;

N-2) supporting ecosystems providing favourable conditions for over 9 bird species2, listed in the Red Data List of Moldova or over 10 species of the Bonn Convention, which regularly make use of these ecosystems on their seasonal migrations;

N-3) supporting ecosystems providing favourable conditions for over 8 reptile species, or 40% or more of bird species, mammals or vascular plants occurring in the Republic of Moldova;

N-4) areas providing habitats for 9 x k and more species, or more than 4.5 x k % of the Operational Checklist of Insects of the present document, or over 13 % of insects, listed in the Red Data List of the Republic Moldova;

N-5) areas that serve as a main habitat (over 25 % of a population) for one animal species in the Red Data List of Moldova (categories CR, EN, VU) or of the Operational Checklist of the present document;

N-6) areas that are one of below 4 habitats of one species in the Red List Data Book (categories CR, EN, VU) or in the Operational Checklist of the present document;

N-7) areas which hold over 9 % plant species, listed in the Red Data List of Moldova3;

N-8) areas holding a significant number of rare plant associations4;

N-9) areas serving as one of 4 or less most important sites having significant populations of a plant species, listed in the Red Data List of Moldova or in the Operational Checklist of the present document5;

N-10) territories that potentially can hold endemic plant associations, which are not listed internationally;

N-11) sites of high concentration of plant or animal species (including species which correspond to categories in the Red Data List of Moldova and analogous documents of supra-national level, as well as the species in the Operational Checklists of the present document, - which is determined by methods including procedures for objective selection. For example, when the value of the concentration index of species diversity of vascular plants = 192-373;

N-12) sites holding ecosystems with especially high biological diversity of monitored taxa and groups6, determined by the methods that ensure objective estimation;

N-13) wetland habitats holding, on a regular basis, over 5000 individuals or over 50% species of waterfowl during breeding or over wintering;

N-14) internationally recognized landscapes and landscape elements presenting natural and historical value with an area over 25 ha;

N-15) forest Genetic Reserves of indigenous tree species situated outside other components of the Eco-Network at the national level;

N-16) territories that do not meet any of the aforementioned criteria to a full extent but by their totality match the habitats meeting these criteria, e.g. (1) when a site holds over 11 species of all classes listed in the Red Data List of Moldova or over 8.5 x k1 species from the Operational Checklist, or (2) when correspondence is acknowledged by an expert group during a programme on targeting habitat types and ecological networks.

Zonal level areas comprise:

Z-1) the most valuable areas at the local level where an area at national level has not been identified within the appropriate biogeographical region;

Z-2) wetland habitats meeting one criterion that illustrates show their significance for maintaining the flora and fauna of a biogeographical region, irrespective of the relatively azonal nature of wetland ecosystems.

Local level areas can include:

L-1) supporting ecosystems that provide favourable conditions for breeding of 3-5 bird species, or 2-3 mammals, or 2 species of amphibians and reptilians, listed in the Red Data List of Moldova, or (2.5-5) x k bird species, (1.5-2.5) x k mammal or over (1-1.5) x k species of amphibians and reptiles, listed in the Operational Checklist in the present document, or at least 1 species in the Operational Checklist, if it is listed as threatened globally or in Europe;

L-2) supporting ecosystems that provide favourable conditions for 3-8 bird species7, listed in the Red Data List of Moldova or 4-9 Bonn Convention species, which on a regular basis pass through these ecosystem during spring or autumn migration;

L-3) supporting ecosystems providing favourable conditions for 4-7 reptile species, or 7-39 % species of birds, or mammals, or vascular plants, occurring in the Republic of Moldova;

L-4) sites providing habitats for 2.5 x k - 8.5 x k species, or 2 x k - 6.5 x k % from the Operational Checklists of insects of the present document, or 3-9 % of insects, listed in the Red Data List of Moldova;

L-5) sites serving as main habitats (over 10 % of population) of an animal species listed in the Red Data List of Moldova under categories CR, EN, VU;

L-6) sites that hold from 3 to 9 % of plant species, listed in the Red Data List of Moldova8;

L-7) sites holding rare plant associations9.

L-8) Territories that maintain some unique (endemic) components of plants, which were listed at a higher level;

L-9) sites where plant or animal species (including species are concentrated which correspond to the categories of the Red Data List of Moldova and analogous supra-national documents, as well as from the Operational Checklist of the present document, determined by methods that ensure estimate objectivization, e.g., of the index value of concentration of species diversity of vascular plants of 14-191;

L-10) sites supporting (holding) significant biological diversity of resource or other monitoring taxa and groups10, which determined by the methods, ensure estimate objectivization;

L-11) wetland habitats holding over 20 % water birds;

L-12) the largest 4 stable forest areas, of predominantly seed origin, of any indigenous tree species where such areas are identified;

L-13) sites comprising compact groups of over 12 secular trees, situated outside other components of the Eco-Network;

L-14) landscapes and landscape elements having natural and historical value, not listed under higher level categories;

L-15) areas not meeting either of the aforementioned criteria to a full extent, but the totality of features make them equal to the habitats that meet these criteria, e.g. (1) they hold 4-10 species of terrestrial vertebrate of all classes from the Red Data List of Moldova or 5-16 of the Operational Checklist, or (2) the value was confirmed by an expert group during a programme of targeting habitat types and ecological networks.
